There's no need to average it out and everything. I will not do any calculation, but only take out the important parts of Cronco's explanation.

Multiply his next quality value by 3, in this case 37x3=111. Adding up his current stats, he has 110.4, and each skill point is 0.2, so he needs 3 more skill points to reach 111 total.
