so a friend of mine is lvl 6 and i'm lvl 4.....can i make a offer for one of his player?

Yes, but they have to be 3* or lower to him, then they will be maximum 5* to you. :)

You can only place offers on 3*/4*/5* players that appear relative to your level, plus the other team needs to be on your server.
