Yes is very fair and ok, even in real CUP teams from league I play against teams from 5th league so is very ok.
You are lucky because others at level 2 have level 18 in their cups, you can say thanks.

like me im lvl 3 average team 21.2 against a lvl 22 85.6 average first leg i lost 2 - 0 at home
Not kidding, I faced teams 4 to 7 levels higher than me in cup, but salary is as better as winning the cup against current level opponents!
