how can people give bidding AFTER time is up?

You may have an issue with your clock.

Yeah you might get that if you haven't refreshed your screen for a while, or might have a problem where the countdown gets to say 2s or 3s then just jumps straight to 0s.

As when you open the bidding screen your computer will ask the server for the time, and then begins counting down. But each second it counts down isn't necessarily exactly 1 second, but is simply very very close to a second.

So to ensure the time on your screen is as close as possible to the server's you should close top 11 and re-open it a minute or two before the auction finishes (don't cut it too fine though otherwise you might miss out on being able to bid.)
