OOOPs found the reason.. INSUFFICIENT CASH for the ones I tested.
Ok now I know how this works, lets move on.
Is it only players ENDING on x4 or x9 that end up here or is it players 1 skill point away from x5 or x0, please confirm.
Also, if skill points are not allocated to these players they remain on the negation list?
How does negotiation between friends work?
and finally ( for now:)) is there a floor and ceiling limit to the offer of cash and tokens?
