    why I can not make a bid on the 7 stars player of lvl 8 team? I am lvl 4 btw.. or I just can bid the players to 5 stars max???

    Yes, you can only make offers on a maximum of 5* players relative to your level. Any higher and that would defeat the purpose of Mr. Scout.
