can someone tell me how a player can bid 4 million for a player when he has a budget of 1 million only in the transfer system

the player i question prob did have the money but bid for 3 or 4 teams at same time and got 1 or 2 of those but could bid as he bid early, now he`s in negative balance they have 1 week to get balance in black or their best player will be sold automatically

Yes, you basically only need enough money to start bidding, so he could have started bidding for a 1M player, and if he had enough tokens he could bid as much as he likes, but when negative money like spornybol said, the game gives you a week to make up the deficit, and after starts selling your players, most expensive first, until the deficit is covered.
