well, the answer is Level 4 as Cat already said.#But that is if u r playing from ur computer or PCs to be exact.
If u r playing from Android or IOS over phone or tablet, there is no negotiation tab in the Transfers screen, no matter what level u r. They have not yet updated the Negotiation part on Android and IOS yet.
Not sure about phones with Windows OS like Nokia. Anyone has any idea????

Unfortunately, one of my friends said that it's the same for the Windows phone : no negociation tab too :(
