Whats the highest level and does that keep increasing?

It differs from server to server. I believe it keeps increasing.
Currently Level 36 and increasing, in theory there is no end Level.
There can't be many players at that level? does that mean who evers that high will be playing mainly bots in the league and the more they climb the less players there will be?
