Can't add more points into attack, why?

one of my ST has:

def : 15.4
att : 35.4
p&m:24.2



i have available 2 skill points now and i want to add them in attack.

Any opinions would be great and highly appreciated.

There can only be a 20 point difference between your highest stat and your lowest stat. You can't further improve that ST's attack without raising his defense.
