i find new player`s my server are between 6am and 8am (gmt) then nothing after, why they can`t spread new player`s through the day is beyond me

No you won`t if you`v built seat`s first then build the stadium the stadium will just take less time to build, personally i`d rather just build stadium as takes same time as building seat`s then stadium

Building seats first let's you have the income stream of the gradual increase in spectators at games, while the stadium route only allows the seat availability once the stadium in completed.
