At negotiations section every player have a minimum cost of tokens for biding. Higher amount of those tokens mean usually a better player??
I am at 4th level now and players at negotiations section have 5,6,7,8,9, or 10 for minimum tokens to bid.
For example..
ST 18 y.o 3.85M 10 Tokens minimum
ST 18 y.o 4.15M 9 Tokens minimum
