How can other people bid on players valued at 4million when they only have 1million budget. It doesn't allow me to do this.

As long you have enough budget for the starting bid it doesnt matter if you go into a bidding war and the final price exceeds whatever you have...

as above you can bid for multi player`s with in the money you have and win every one but if your in the red you will have 7 day`s to get into black or your best player/player`s will be sold to get back into black automatically
