When does negotiation list update?

I have several players that are one point from six stars, and I'm trying to get them onto the negotiation list. They have been one point from six star ever since day 2 or 3 of this season. I have been using my second team (also level 4) to check if my players have been added to the list, but they haven't shown up yet. Will I have to wait until start of next season for them to pop into the list?

This is a good question, that I have no clue the answer. I would expect it is the same time Scout list is added to, but that is only a guess.
