U21 token price

Since the beggining i started in this forum i always read that the 24T youths are the Best trainers, but now i am not so sure about this.

I am now on level 8 with my maine Team, and the youth facilities are on level 7, so i get New players every 16 days. The highest 5* 18 years old in auction i have seen was aroun 22M.
I receive my first this season on day 2:

A 2* DC/DR 43Q 2SP to next level, price of 3,72M, free
A 3* DMR/DMC 49Q 1SP to next star, price of 14,5M, 15T i sign this player and he is now 52Q 1SP to next level, price of 17M

Today i received another 2 youngsters:
A 2* DC/DL 42Q price of 3,92M free
A 4* DC/DR 52 Q 1SP to next level, price of 12,9 M, 24T i still didnt sign him.

Now my dought is why 2 18years old players from my youth with exact the same quality, the one with less price cost more 6 tokens that the one with the highest price.

I am on iPad and i cant post the picture to compare, but i will post it later.

Does the tokens that you pay for youth are just random?

I think it depends on his training speed, but not always...some 24T youth can train averagely or like an old man sometimes too...

I have bought a few now, and the 24T ones have beens gems for me,18T good, 15T ok.

How do you know what they are worth before you buy them>

You can see ther price If you compare them to another player on your squad.

A 15T player more expensive than a 24T one...

This raises some interesting questions.

Either the number of tokens to pay is random or this is about hidden stuff.
