    Do you have to level up each facilites before moving to level 2??

    Like he said, you don't need to upgrade facilities to go to next level, facilities are not connected with level.

    sorry some confusion, I mean when building Medical vans it says " to unlock constuct another item in this catego" what does mean??

    some say construct everything to level 1 to unlock the next upgrades (quite simple), others says everything to level 2 (again simple to understand). whilst others you must build the first item in that category, for example stage 1 floodlights, then stage 2 and so on.
