Why "Make offer" is disabled for some players?

this may help ,

you can not "make offer" players if :
1. They are under 3 and above 5 star
2. They are currently playing the match
3. They are one of 14 players in the squad
4. Their owner is not in your friendlist
5. They are not on your server
