Entrants for cup competitions

I seem to have been well and truly screwed over by cup draw this season. I just got promoted to level 9 and seem to have been drawn against mostly level 11 sides and a few level 10. The odds are definitely not in our favour, unless it means that I've got all the cr@p people from higher leagues and can outwit them tactically I guess! Is this normal? Would be nice if I got a giant killing bonus or something, just beat a level 11 side 6-2 on aggregate in the first round and have nothing to show for it beyond my own sense of self satisfaction

The bonus of a higher Cup is in the prizes, the $$, is better...

My team has never faced a lower level Team in Cup, and rarely one of the same level. The competition isn't based on level, but Quality.

I got an extra 0.7m for getting to the next round, as opposed to 4.05m per group stage match of the CL against teams at my level. Not a huge incentive really!
