I have been promoted from13th to 14th level(I was 5th), but when I want to buy scout player I saw that they are in range 85-89 like in in the 13th level?
Why?
They should be from 90-94.
Also my players in a squad dont lose their stars, and they are scouts just like in a 13th level.
Am I promoted with 5th place ?

You are the highest level on your server and there was a server 'hold' to stop teams going too far ahead and allowing others to catch up and you are still playing as a Level 13 team.

If your players didn't loose a star when promoted, it seems that you will promote to 14th level but you will still playing to 13th level league, don't worry you will discover some benefits in that situation.
