When do scouts end

Im lvl14 right now, and the scouts have the same skill as they got one level before.
85-89.

Is this the time where you only get better through training or did i miss sth?

You are the highest level on your server and there was a server 'hold' to stop teams going too far ahead and allowing others to catch up and you are still playing as a Level 13 team.
