as Cat said from level 4 needs to 1 skill away from 6 star (scout ) only level 4 can bid, when level 5 you can same with 4 star player to be 1 skill point away from 5 star this way teams in level 4 can bid and when level 6 you can do this same with 3 and 4 star players this where 3 star are 5 star for two level below and 4 star a level below

edit the higher you go you can do the same if you have 1 or two star player`s as those lower will see 5 star

You can decide to accept, reject, make an alternative offer or do nothing about any offers you receive - if you accept then you sell the player to that person for the amount they offered. If you choose to make an alternative offer and they accept the terms then your player will be sold to them for the higher amount that you asked for. If they reject it then you keep the player. If you reject or do nothing about the offer then you will keep the player.

I hope I haven't written this in too confusing a way.
