How come players with small budget (let's say 1 million) can place bid for a player with price 3 mil.?

They bid before they had only 1M in the budget, bidding on more than one player. After they get the first player, the $ they have won't be enough, they go in debt when they get the next player, but the game will allow you a week's grace to get out of debt.
