I was in a bidding war with another player, I clicked on his profile and saw he had 42m. The bid for the player got to 43m and he was able to place a bid!? How can he bid when he doesn't have enough money?

only in the first tour you must have more money than the player cost
after that in the elimination tour there is no probleme
if he got the player then his sold will be in the negative like (-2.42M)
as long as player has the money before bidding you can go into the negative, once you go into the red then you have 7 days to get back into black or your best player/players will be sold by Nordeus

How? How does allowing to go into the red cause people to buy more Tokens? Most Managers avoid going into the red, as it does put your highest value player(s) as collateral, so it is a huge risk to take.
I would say that most who do this either already have a lot of Tokens, and know they can buy more $$, or like taking risks and figure the income from Competitions and sale of other players will get them back in black.
They've made the structure of the game about whoever has the most Tokens wins. Having Money isn't as important as it should be in a Football game, instead they've focused on getting Tokens. Don't get me wrong it's a great game but the way they pressure you into getting Tokens so your team is competitive is a little immoral.
The game should be about tactics and developing players, but instead as long as you have the Tokens you can just go out and buy the best players. Sounds like.. dare I say it... EA!
KONAMI did the same thing with PES-AF, facebook football manager, and now they shut it down.
