Yes it is... In higher levels sometimes on different servers there maybe only a small number of teams at the high levels so the game decides to chuck you in the league with higher level teams.

Yes it's normal. I told someone on here (forgot who), that this sort of thing happens on the higher levels because there's a shortage of teams on the same level on your server, so they just pit you against teams of a higher level but similar quality.

Just play illegal formations in the league for the entire season and miss out on Top 7 and spend the whole season training up your players, Thats what I'd do in this situation. Wait to theres other managers 1 or 2 levels below you to come up and fill the gap in.

that's a good idea, I will take care to fall outside the top 7.
hopefully next season I will then get a fairer series.

First I've heard of this, so would Frederic get the prize money for a level 17 league ..and the others the prize money for a level 18, 19?

They would all get the same. It might be counted as a level 19 league, or level 17, it's stated on the league standings page.
