Because there weren't enough level 21 players for the league you're in, you can probably buy 7* scouts now.

I am level 13 and this is the 4th time I have been promoted an extra division.
I have previously complained to Nordeus. How can they expect players to buy tokens, knowing full well your team has no chance of competing fairly. It spoils the integrity of the game.
if i have to compete against level 21 player`s then you would think i`d get level 21 transfer market but no so i can`t compete and yes i have level 21 scout list but those that know me know I WON`T spend 50 tokens on a 22 yr old

When teams are higher the numbers get lower. Leagues and CL operate with fixed numbers so obviously there will eventually be a mismatch between the number of same level teams and the fixed numbers required - for leagues thats 14 or 2x14 or 3x14....cl its 32 or 2x32 or 3x32 ..... etc. You can resist the explanation as much as you want but it doesn't make it wrong.

Hi,
On level 1,all teams are generated as bot-robot,with a very basical quality you have to improve season by season.
Starting from level 9,teams become more structured,and bot-robot teams creation is much difficult to perform.
So,if you have enough quality,you may be relocated.
I got screwed too. 7 of the teams in my league this season range from level 20 to level 24!! That's messed up. I'm level 19 by the way.

let`s hope i go back to the level 20 league i should be, they can`t tell me i`m top of server now as i`m not going up so there should be at least 7 levels above me and these teams getting promoted from level 20 should take my level 21 spot
