i need to know why people can buy players on the transfer market when they dont have the required funds?

ive just lost out on 2 players i was bidding on by people who only had a fraction of the funds required.

1st player was sold for £98 million when the person buying him only had £15 million funds - i lost 11 tokens bidding against him.
2nd player was sold for £152 million when the person buying him only had £46 million funds - i lost 15 tokens bidding against her.

i understand that you should be able to spend a 'little' over your funds but not by that much. its a joke!
