To make a Negotiation following conditions needs to be satisfied...
1) A player must be 3, 4, 5 star...
2) The manager should be on the same server as you...
3) You should be friend with the concerned manager or he should be in the same CL, League and CUP as you or you negotiate form the Negotiation List...:)...
Yea I found some player form the Negotiation List, but some of them are not able to make an offer
