If I win at home 1- 0, then lose 1 - 3 away who advances? It is in the round of 16. I thought if tied then away goals win?

Aggregate first then away goals. You lost 2-3 on aggregate.

If you had scored 1 more away you'd have been through: as it would have been 3-3 on aggregate and you'd have scored 2 away goals more..
