Now the Organizers have improved on this feature.
Instead of just giving you a time slot, you can pick your own time slot by adjusting the attached gauge (like an alarm clock). But of course the range is still limited to about within 5 hrs. Nevertheless it is still a better option.

Is it free now and does it only apply to home games?
Can't see any changes. Changing match time is still 2 Tokens and handled as before.

Yes it still cost 2 tokens.
But in the past, when you are trying to change the time within the same day,
you are given a time slot; if it is suitable, you pay up the 2 T and change.
Now besides the time slot given, there is a dial on the side for you to adjust the hrs and mins.
I am not too sure about those changes that are requested many days ahead. but should be the same.
