usually the one who got the foul will get an assist but corner taker :S

he got the assist probably because he touched the ball last. I am assuming the foul was hand ball

Most commonly, an assist is credited to a player for passing or crossing the ball to the scorer. Exactly what Pricop said, the player that gets the penalty kick is credite as assist to the one who convert it.
