I can't buy players from my friends. When i visited their players, i can't make offer for them. I have searched any quality of my friends' players but i can't make offers from any of them. Can anyone help me with this problem??

It's possibly because some or all of your friends are on a different server ? Can you support them at games ?
as above but what level are you and friend ?? if the same then on different server
For Negotiations the Managers need to be level 4 or above, the players need to be 3-5* for the Buyer, and both Teams need to be on the same server (be able to see each others fixtures.)
