I would personally go with the younger one with the information you provided. But players form also has a say in who i would choose. Play a few games with each one to get a better idea of the form of each
for my side too I go with the younger.
If you can, get both and train and develop the younger one while using the older one as your first team striker. But like the guy before said, form is important too so play whoever is performing better. If you can't afford both, if you want a long term investment get the younger one. Short term get the older one.

Do you want to buy them ?
Do you want them for your main ST position ?
How much they cost ?
How much money you can spend ?

It only depends on FORM it would not matter how good he is if he does not perform well.

But I ask, what are his Finishing, Shooting and Creativity? These attributes I consider key for ST's. But the form and stats would tell you if they have hidden talent. :D
if 21 is fast trainer will go with him
If you need player for power training, buy younger one. If not, buy older one.
