For 200 hundred tickets I get only 4%

My facilities are good for my level, my fans 35.000 and my ticket price was 7$. Why they didn't come ?

and my team is first and unbeaten ...
and I 'm playing fantastic football ...
and I have young brazilian nordgens ...
and ... no, I don't have cheerleaders

It could have been the quality of your opponent. Some fans don't bother when they know you'll win.

According to max. attendance rule you are under limit (11.5k for level 4), so that is not problem.
But your ticket prices should be around 30% of maximal prices. Decrease tickets for 1$ and you shouldn't have problems...
As buffs already said, Q of opponent has influence on attendance. Not every match is interesting to your fans.
Strange fact is that when manager takes over new club from level 1, then he gets 1000 seats stadium, but limit is 800k fans.
And although he can't have over 800k attendance, he still gets 5% bonus. LOL

EDIT PS. If you lower price by 1 you'll get the max in all your games probably but you'll get more money as it is and only occasionally lose 1% possession. I just accept that
