I think near end of season. Choose team which is out of promotion zone (8th place or lower) and try to keep it out of promotion. Meanwhile buy players because near end of season buyers are less active and there is a lot of players for sale.
I'd suggest level 1 team because then you won't be underpowered compared with other league teams. Look for team which has higher players value on same level. For example on level 1 you can find squad worth 2.5 and 3.5M, that is great difference on level 1. When ever you refresh top eleven page, you will get new clubs on list.

For a lvl 1 I prefer to do it at the beginning of the season because the History will be mine.
And, btw, if you take a team 1st day of new season, your players will train from beginning... if you take new club any other day, your players will miss training from the start until that day...

You usually get 2* team (on its level), only on level 1 you can get 3* team.
Advantage of level 1 is that you can buy free agents and cheap old 4-5* players (worth under 200K) and win league and cup with them. Meanwhile you can gather tokens and money for next season.
Next season you should have lower Q cup opponents due low avg. rating of your team but then you need to spend a lot of resources to buy 5* players for whole team and with them you should have opportunity to win treble. Don't forget on stadium advantage too....
To add sth about avoid promotion:
+ you can prepare your team buying strong players, you have more time to strenghten squad and get players in form
- your players will get older and you won't earn league bonus money. so you should sign FA's to boost economy; look for younger FA's which have higher value
