transfer negotiation

Hi!
i've got a question about the transfer.. how is it possible to put a player in negotiation?

I don't understand how it is possible..

player needs to be 1 skill point away from next star and will automatically go on list, this is from level 4 onwards so e,g level 4 player needs to be 5 star but when level 5 you can have 4 star player 1 skill away so only level 4 can see this player and the higher you go you can do same to 2 an 3 star players, also you won`t see your own player on your neg list
