Stadium - Level 1 facilities?

Trying to upgrade GYM to TRAINING GROUND. TRAINING GROUND only unlocked if all facilities are level 1.

Are scoreboards (no level) and lights (no level) classed as facilities? Is the stadium (level 0) it-self classed as a facilities? :rolleyes:

All what I would expect to be a facility are level 1 or above...

first aid, gym, car park, youth, food

All those are facilities and you can't upgrade only one or two facilities.
Sometime you must upgrade lights and scoreboard too (it's useless, I know).
I start first with the grass and after finishing the other upgrades I 'm building the seats (part by part) and finishing with the stadium.
With that way you can use the extra seats earlier.
