Upgrades Locked

I have several upgrades, such as the parking lot, that are locked because it says all facilities must be upgraded to at least level one.

The problem is, all of my facilities ARE upgraded to at least level one. Everything has been upgraded at least once, including things like the scoreboard and floodlights.

So I'm struggling to see what is wrong, am I missing something?

I`m guessing you need to upgrade stadium capacity to unlock other`s

I think he's right, usually that is the next upgrade needed to unlock the others.
