My theory is, given a fresh start before a league draw, the system targets your matches at 4pm your time then adjusts for opposition time zone. Overall the target seems to be to have your matches scheduled between 10am and 10pm your time zone - ofc some times its not possible and for regions where the game is less popular, unlikely.
I find that games against Western (from me) teams are often earlier and 'Eastern' later but many exceptions occur dependent on other teams schedules, opponents etc. (Probably one of the reasons people in the Americas have double league days is because of this need to fit with other distant regions from them so their matches can go 12 hrs either way.)
