Promotion but finished 8th?

Hi, I finished 8th in level 21 but still was promoted to level 22 how is this? I thought only top 7 where promoted from the league?Attachment 42002Attachment 42002

This happens to fill up competative leagues, and it is not that uncommon

Thanks for the reply after I purposely dropping points to finish 8th I get promoted anyway :(
