If unable to field a team ?

Anyone know what happens if both teams cannot field a team of 11 players ? I know that when only one team cannot ,the game is not played and the other gets a 3-0 win,but what about both ?

That should go down as a 0-0 draw.

a match is something A agiants B, the programmer will check if A or B is valid. If they are programmed the case both can't have 11 player, then we may have a 0-0 or a 3-0 lost for both the 2.
if they don't notice this bug, the 1st checked will lose the game. in this case i think that the home team will lost
