I have a question. I am now in the third division and the maximum quality of players that I saw on the market was 34, when I was in the second division of the maximum quality players on the market was 29. Can someone help me explain some things both then how several times I've seen people from second division players to gamble for 30-34 quality.Should I do something to see the players that I have more than most in my division and I do not know. Please let me explain some things both some what. I apologize if I have errors in the writing I do not know very well English

In the lower divisions there are many newbie managers to the game, they don't have a lot of knowlodge, tokens and in game $ to buy players so they will often bid on 3*/4* players to improve their squad. It's later on the game that players will generally start to buy 5* players, Only managers with the funds at lower levels will buy the 5* players.

If you want higher quality you need to buy scouts or go for power training.

L1 = 5*24 max on auction
L2 = 5*29 max on auction
L3 = 5*34 max on auction

and so on...

It's a method to artifically inflate your players quality by training your players by investing on green packs with tokens.

I did this to get a 9* player at my level.
