    Your player has to be one skill point away from his next star to appear on the negotiations list.

    However, a player does have the option to place a bid on your players when looking at your roster, if they choose. Only players that can access your team, through either friend lists, same League/CL/cup draw or they have a friend or league/cl/cup opponent in your league can bid this way!
