Way to Improve scout players?

Hey guys, i was just thinking is there a way to improve the list of players the scout give us?
I can't see anything on the building list that shows something like this so probably the answer is no.

But I was thinking of buying 1 player from there, but I'm getting too old players, I get a couple of 23 years, and the rest is 25 and up :\

Younger players are coming from your youth training, but a scout player age 23-25 is normal

well that indeed sucks.
But i just noticed i dont have the 50 tokens lol, i thought the scout players cost 30
Guess i wont be signing any new players this season, since U21, will take 16 days to generate, since i made improvement in there 2 days before they generate something lol

You do get 22 year old scout players, but you will be lucky to get all 3 factors in on one player at the beginning of the season, eg..

22 year old, quality ends in 4 or 9 and is the position you want.
