New cup system?

Has cup system changed because before there was from quality 20 to 90 different teams but atm in my cup every team is around 50? I am level 7.

I think its just going to be an open draw since there is not much between all the teams quality to begin with in the first place.

Of course there's no change lol, that's why there are so many threads on here complaining about the new format.

How did you come to that ranking? Look through all the teams and rank them by average quality?
