Probably keeping him in cases like injuries or suspensions...
Maybe you should offer more tokens as an incentive for him to sell.

Well I've got some players that don't play often, I keep them in case of injuries too :) I suggest you to find another player.. there are so many good players around!
I have 20 players in my team. I use 14 of them most of the time, whilst the other 6 are back up for suspensions and injuries, or to put on if I have won a game and am wanting to rest a star player.
They are my players though, so I'm not duty bound to just sell them to others unless the offer is worth it for me. Game cash is irrelevant, so it has to be about Tokens. I'd rather keep hold of a player I will only use one or two times than sell him to a rival where the player could come back to cause me problems.
Get over it. Put a proper bid in to make it worthwhile to the selling club, or find another player.
The strategy is to never sell to league, cup and CL opponents. Better, never sell to any manager of same level.

Yeah you probably need to offer more tokens as Nordeus take their share too, or as others have pointed out he is being kept in case of injuries or suspensions, he could also be using him to rotate, so maybe he only plays when the manager wants to rest someone.
I usually offer the manager 140M and 6 tokens, the manager either accepts or sets a price which is normally a ridiculous amount.
If my bid gets rejected, I move on to the next. Happened to me a few days ago, my bid got rejected and I found a similar player with the same quality w/special ability in the TM, got that player for 2 tokens... Guess I won that battle :D:D
I tried to sell my 23y players with SA for 5 tokens but perhaps it's too expansive that I didn't sell anyone...
I do think my pricing is reasonable since my players aren't random crap, for example I have a 24y 149q MC 1 point from next star with CK ability who played 10 games in all competitions this season and have average rating of 7.5 playing at 1*:p
The thing with those negotiations is that you have to pay 9 tokens in advance and then you have to pay extra tokens for the player. As I have yet to get a player via negotiations I don't even know if I will loose the 9 tokens I have to pay in advance. I have made offers with 6 tokens already.
If the player starts at 9 tokens, you have paid 21 token to make a 6-token offer.
For each token you offer, you must add 2 tokens.
For a 18 or 19 year old they may not sell as some of these were known to sell at max offer (20 tokens) in rare cases on the higher levels.
Age above 21 are easier to obtain.
this is a personal option, not using the player at all is not meaning have to sell him. that is "negotiations"~ even you want to buy, but that doesn't mean others have to sell...even he is not using that player at all...that is his right, you can't say anything. you can set a better deal to try again, or just move on other~
