Having thought about it, maybe not so strange. A game is pretty quick in simulating stuff. But then it needs time to display those simulations on screen and display them in such a way that we (as managers) can still follow what's happening. So the action may already have been simulated in the background (which is when we get the notification) but displayed on screen only some while later.
Sounds plausible?
