1) go to Top Eleven - Be a Football (Soccer) Manager
2) click on PLAY NOW (in green).
3) Click on "login via facebook"
4) after you have started the game and logged in.... click on WIN TOKENS. It is a button above the game.
5) you can now see 5 types of providers for tokens. Matomy, Trialpay, SuperAds and two more.
Click on one of these.
6) you will now see a bunch of offers. If you do the offers, you will get tokens in return.
Click on the FREE button so that you can do stuffs for free and still get tokens!
7) 2-3 of them (eg MATOMY) have a VIDEO button. If you watch videos, you will get tokens for free.
1 movie = 1 token?
most of them are 3 videos = 1 token but you find 1 video - 1 token too
But back to the topic it is not possible to receive these 21 tokens without a card?

no not a scam. They do like hotels do and run a transaction that doesn't stay, more like a ping to see if the card is genuine. I would expect that transaction to disappear.
Often I can click the videos for a token up to 3 times a session, might be a glitch or something, but I get 3-4 tokens per day for my teams.
it charge me around usd1.... although it say free.....

It is for registering a payment method for the first time, doesn't have to be credit card. You can use paypal too.
The 1$ transaction is just to make sure the account is functional, and gets refunded back usually within 24 hours. (other businesses do this too, it is a standard practice)
