Transfer star rules

Good day,
I am a new manager and I have 2 questions.

What is the rule for transfer list regarding stars?
Example: lowest star I have on the transfer list is 3 stars (quality 10) and highest is 5 stars (quality 24)
My average quality is 20.4

If i reduce my average quality next season at 13. Will i find players on the transfer list with quality 24?

My understanding is that the quality of players on the transfer list relates to the level you are at not the quality of your team. If currently you see 5* quality 24, next season if you get promoted the 5* players will be maximum quality 29.
