Its confirm, Genki will not receive anymore skill progress in training and actual matches as he has reach the peak of level 2.

Everything is +0, actual matches and training. So i told him to have a good rest at home and only show up when require in the matches.

So now basically once a player reaches towards the end of 9* there is no more need to push them hard in training because the game will not let them game any more skill progress, so now the optimum strategy for power training is to time it perfectly that the player reaches the end of 9* right at the very end of the season so we don't lose some skill progress because a player has reached it's quality limit for the current level, your best off training players to mid-tier 9* now.

Yes, once you about to hit the peak. stop the Power training and let gain skill point in the match naturally. Now he is +0 till the end of the season. But once he reach next season all i need to do is add the unassigned skill points and he back to legend status

It's sad that you can't go further than 9*49 (1) because now you can't gain any more strength to beat your higher level rivals, so for L2 the highest team rating you can get is 49.0 which would be all your players maxed out at 49 quality each. But on the positive side at least we have determined there is a maximum amount of quality anyone can have at any manager level, once your L3 next season then your players can go upto 9*54 (1).

Let's see if Genki gets a MOTM and the system will grant him any more skill points, It may not be that many skill points but now it may only seem thats the only way the player can now gain any more skill points while you are down in L2.
