Yeah, each season another star of player becomes available. The actual player isn't getting worse, just it's relative strength amongst others. You can only see 5 star players to buy in the normal market, so as you go up, the 5 star players are now better.
It depends whether you have access to green packs via $ or watching videos (depending on your country as to how many are available).
Some people get like 30+ green packs a day, and your player will, in most cases be able to level up through a couple games and a few training sessions with the team by the end of the season. Those players that leveled up into scout value by the end of the season won't need to be replaced, others will.The player's value has a direct impact generally on how fast they train up, so buying fewer more expensive players will mean towards the end of the season you have more talented players than most.
So really it depends on your situation. If you have the green packs, buy the top players as you need them, and train as much as you can to keep the group up to standard. If you don't have the green packs, then it's really a difficult decision but it's probably better to replace a large % with older players that don't cost many tokens.
